Turkey Considers Tiering All-Inclusive System into Five Categories
A proposal has been introduced to classify Turkey’s all-inclusive resort system into five distinct tiers, ranging from budget to luxury. However, authorities confirm that no changes will be implemented for the upcoming season.

A proposal has emerged in Turkey to divide the traditional all-inclusive system into five distinct categories, spanning from budget to luxury formats. As reported by Zakon.kz, citing the Association of Tour Operators of Russia (ATOR) and Oxu.Az, the initiative was presented by Tolga Kilit, a board member of the Kilit Group hotel company.
- A Kilit Group representative proposed segmenting Turkey's all-inclusive system into five tiers, ranging from budget to luxury.
- The Turkish Presidential Administration stated that no major overhauls of the all-inclusive format are planned for the upcoming season.
- Key drivers behind the proposed reform include rising food inflation, the need to reduce food waste, and a desire to encourage off-resort guest spending.
The proposal outlines five clear segments: Eco (Budget), Eco Plus (Upper Budget), Midscale, Upscale, and Luxury. According to the author of the initiative, the 'all-inclusive' banner currently covers widely varying levels of service across different properties.
The Turkish Presidential Administration noted that while the government regularly receives and evaluates proposals regarding the reform of the all-inclusive model, no drastic shifts in hotel operations will occur during the upcoming tourism season.
Debates surrounding the reform of the all-inclusive system have been ongoing in Turkey for several years. Key factors motivating a potential overhaul include soaring food costs, the imperative to significantly minimize food waste, and efforts to drive foreign tourist expenditure beyond hotel grounds.
For travelers from Central Asia, holidaying in Turkey will remain familiar this coming season, with hotels operating under existing regulations without abrupt changes. Travel advisors and guests are advised to verify specific hotel inclusions prior to booking, as standardized tier definitions have yet to be officially adopted at the state level.
